I found your letter here on my return from a journey to the North of the Province on Sunday morning. There is little I can say extensively in regard to the information you require.

I was a witness of heroic acts by the Inspector. I watched him go out into the midst of wreckage more than once and rescue Chinese without which assistance they must certainly have been lost. I watched him do this at a great pace. He certainly worked heroically, and with, it seemed to me, utter disregard to his own safety. There would be little use in citing special instances. The man in question certainly risked his life as it appeared to me, and in every case when he thus acted he endeavoured to save the lives of those for whom he risked so much.
